Libraries Manager at South Swindon Parish Council

The Parish Council is looking for an experienced and motivated library professional to lead and manage
our community libraries and build on their recent successes. The Libraries Manager will be an advocate
for the library service within the South Swindon community and provide leadership so that the library’s
vision and ambitions for customers are met.


This a hybrid role that will include customer facing duties in the libraries as well as managerial duties to
ensure the safe and effective running of our libraries.


Vehicle: This role requires a vehicle for some duties.
Salary Range: £24,544-27,238 (FTE Salary £33,024-£36,648)
Annual Leave: 25 days annual leave entitlement plus bank holidays and 2 Statutory days
Line Manager: Deputy Chief Executive Officer
Location: Old Town Library, Badbury Park Library and any location inside South Swindon Parish as
required for the role.
Hours: This is a part-time role set at 27.5 hours per week. The working hours will be between 9.00am
and 4.30pm, Monday to Friday. Occasional evening working will be required.
Line Management Responsibilities: Responsible for managing contracted library staff and cover
staff on casual hours.
Lone Working: There will be some lone working.


Managerial Duties
1) Manage the long-term strategy for the Parish Council’s library service, working with the wider
libraries team, senior parish officers and councillors. The strategy should be based on the needs of
the customers and communities of both respective libraries.
2) Organise a wide-ranging programme of activities and events that bring new people to our libraries,
promote literacy and learning, and bring people together. This will include events for library users
of all ages, outreach activities that increase awareness of our libraries and school visits.

3) Effectively advertise the Parish Council’s library services and events through their websites and
social media platforms.
4) Keep accurate records of the library service, events and activities, monitoring and evaluating these
records, as well as making proposals to improve the service to senior managers and Parish
Councillors.
5) Ensure the security and health and safety of our library premises are met according to Parish
Council standards, liaising with our landlords, contractors and parish council management as
required.
6) Maximise the performance of libraries through the promotion, rotation and retention of library
stock, fostering a creative environment that encourages new ideas and developing a strong
customer service focus in the library team.
7) Manage a high functioning library team through periodical appraisals of their performance and
setting training requirements that ensure the library team have a full range of skills they need to
deliver library services to a high standard.
8) Develop and maintain a good quality team of casual staff to cover for staff leave with an aim of
providing a seamless service all-year round.
9) Build the profile of our libraries both in the community, across Swindon and on a national level.


Working with Library Stakeholders
1) Develop and maintain a strong team of volunteers who will support fulfilling activities and events in
our libraries.
2) Maintain effective and positive relationships with library stakeholders including the Swindon
Libraries and Information Service, the Swindon Literature Festival, the Arts Centre, other
community libraries in Swindon and the Community Managed Libraries Network.
3) Liaise with the Parish Councillors and prepare and present reports as required.
Librarian Duties
Part of this job role will include covering for library staff when they are away from the library reception
desk, or due to staff sickness or holiday cover. These duties will include:
1) Opening and closing of both libraries.
2) Provide information and advice in response to customers’ enquiries made either by telephone, email,
or face-to-face by searching information through physical and online resources.
3) Help library users to access physical resources, encourage reading, and promote events and
activities.
4) Enrol new members and explain library services to them.
5) Collect fees and charges.
6) Book volunteers and be responsible for their work and job satisfaction.
7) Help library users access IT and online resources.
